How long does it take to have a website built?

A new website usually takes one to two months if the website content is complete. A website redesign can be complete in less than a month.

Can we maintain our website once it's complete?

Absolutely. I can set you up with Adobe Contribute which is a low cost, easy to use, content management tool. If you post articles frequently to your site a blog might be a good idea and Wordpress is what I suggest.
